Customs declaration is an integral element of the international logistics supply chain and is an area of rapid change. Traditionally, the role of Customs authorities has been the collection of customs, VAT, excise and other duties. National Customs authorities have in recent years changed their focus to monitoring and managing international trade, screening passengers and freight and guarding against dangerous and illegal activities.
To give effect to this changed emphasis, Customs authorities are relying on several measures including:
- simplified legislation
- electronic declarations
- promotion of Single European Authorisation (SEA) and Authorised Economic Operator (AEO) concepts;
- establishing a 'Single Window' for all declarations
These measures offer challanges and opportunities in equal measure for businesses who rely on timely Cusomts clearance into or out of the EU. As the EU member states move towards implementing the provisions of the multi-annual strategic plan (MASP), industry will need to implement support the modernised Customs Code and the associated modernised systems.
